Water on Mars?

We've seen a hint that Mars may have water -- the polar ice caps. (A mixture of CO2 ice and H20 ice)

We also know that the Earth has water, so why doesn't Mars?


The Mars spacecraft missions beamed back dramatic evidence that Mars had liquid water at some point:
